faq-candidate question: what bits to update gcc?

I need to update GCC so I can update to the 2.x.x kernel. I gather I need...

new gcc, 2.7.x
new libc, rev ???
new biniaries file, filname ??? rev ???

I gather I can load/install this on an extant sane 1.2.8 platform.

Is this correct?

THis has come up before -- this question should go in the blu-faq for the
web page
