Remote console options?

Hmmm ...  This seems to describe something that implements one of the
major design failures of Microsoft systems:  In order for a change to
take effect, you have to reboot.

How did such a thing sneak into linux?  Are  we  really  starting  to
emulate  Windoze  to  such  an  extent,  in an attempt to invade Bill
Gates' market share?
