web hosting ... again :-(

This seems to be a reoccurring thread...

My ISP was recently sold/bought and my rates for hosting linuxsoup.com
just went through the roof. Any good hosting services to recommend?

Requirements:
+ transfer my domain & provide DNS
+ simple apache server (no special modules)
+ a couple of email boxes
	+ 100 MB tops
+ low volume site (seems to peek during march usually ;-)

I've thought about going with static IP DSL service and just run the
server out of my basement. Any comments/suggestions would be appreciated.
