Crash Recovery in RedHat Linux

I lost power when I had logged in as root on
a system which was running
	RedHat Linux 7.2.

After restoring power and logging in as a root again,
I realized that the "Gnome panel" at the bottom of screen was gone
and I only had those three icons (Home,???, & Trash) left on the top
left side of my screen.

However, if I login as any other user except "root", everything is
fine and "Gnome panel" appears as it should be.

Any recommendations for recovering from this crash and getting back the
"Gnome panel" for ROOT?

a.
