Ummm, "rpm"?

rpm -ivh whatever.rpm install
rpm -Uvh whatever.rpm update
rpm -qR whatever.rpm list dependencies of a RPM
rpm -qR whatever list dependencies of an installed package

If you need something graphical, webmin can install packages

To keep your system updated with the lastest package changes for your release,
use "up2date".
