Well I think this horse has been pretty thoroughly flogged at this point, but
I'll add another 2 cents:  what seems to be advocated above (if you'll pardon
another of my neighborhood analogies) is a society wherein folks have to do
one or both of the following:

1) Erect tall fences to keep neighbors from seeing you
2) Move away whenever the neighbors get annoying

That's not how the 'net used to work.  And the average grandma who wants to
exchange genealogy information with others (or whatever someone wants to do as
a hobby online) probably isn't going to heed much if any of the
otherwise-sound advice given by several people in this thread here in the BLU
archives.

Congress-critters WILL act on this sooner or later.
