I would like to come to the key-signing party, but....

My public key has the same ID as the secret key, so I don't think that's
the problem. Am I misreading what magic number should be used as the
key ID?

sethg at belladonna:~$ gpg --list-keys sethg at ropine.com
pub 1024D/616AE494 2003-09-17 Seth Gordon (this key not valid for
commerce) <sethg at ropine.com>
sub 2048g/F1C386EF 2003-09-17 [expires: 2008-09-15]

sethg at belladonna:~$ gpg --keyserver pgp.dtype.org --send-key 616AE494
gpg: [fd 5]: read error: Connection reset by peer
gpg: error sending to `pgp.dtype.org': eof
