Low-power Linux-based CPU PC?

hi, i used to read poptronics all the time (old electronics now, radio
craft, ect).  remember in the back people used to sell whole computers
(older intel cpu's if i remember correctly about 2 years ago) that were
on one small board and had the usual ports.  when guys got tired of
oopics they'ld play with these.  small form, low power, slow.  is that
kind of what you need?
mmnnn, i wonder what you're making.  power is an issue.  maybe size.  is
it a home security system that'll contact you if tripped?  is it an trap
to catch alien invaders?  a telemetry controlled low power cheese cutter?
