ummm - They charge even more, look at the end of this page:

See the entry that says:

"Port Authority monthly account service fee" $1.00  

And the one that says:

"Monthly statement by mail, annual fee $6.00



I love how government can get away with logic that goes like this:

"These new devices reduce the cost of collecting toll payments"

"But now we have to charge you additional fees to use them"
