[blu] broadband phones?

There's no particular reason why it won't work. For electrical
outlet reasons, we run all our VOIP adapters on people's desks
-- this also lets them take them home or travelling -- but they
certainly operate through normal office wiring. Ask the VOIP
company about supplied REN -- ringer equivalence numbers -- and
you can load up with up to that REN-load of phones.

That depends on your DSL provider and the underlying phone
company. Most ILECs don't want to sell you a line without
dialtone, but you may be able to argue them down to a minimal
service line.
