Comcast setup & cable modem fees

That's almost like what Speakeasy does. You can pay extra for a static IP,
but if you don't they assign a 'dynamic' IP to you - and you have to
configure it (statically) into your borderline device - they don't do dhcp.
So while they could change the IP, they'd have to notify you first.
Essentially you get a free static IP :)
