I can't say "should" but ... I like to have the dyanmic and the static in
separate filesystems. My Gentoo laptop is arranged like thus:

Filesystem 1K-blocks Used Available Use% Mounted on

/dev/hda2 967336 494896 423300 54% /udev 257684 136 257548 1% /dev

/dev/hda1 102454 10778 86386 12% /boot

/dev/mapper/vg0-usr 10321208 8194256 1602664 84% /usr

/dev/mapper/vg0-var 5242716 905552 4337164 18% /var

/dev/mapper/vg0-tmp 2064208 46248 1913104 3% /tmp

/dev/mapper/vg0-home 35208888 915868 32504504 3% /home

none 257684 0 257684 0% /dev/shm
