tftpd: read(ack): Connection refused???



I have a tftpd server running on Fedora FC4 but when my clients try  
to get a file from it, it says:

tftpd: read(ack): Connection refused

I have looked at both iptables and tcpwrappers on the router and the  
tftpd server machine and it does not appear to be blocking tftp. What  
else could it be???
