Web Site Monitoring service - any suggestion

dslreports.com offers a bare bones service:

at a cost of about $1 per week per IP.

I haven't used it, so I can't comment on the quality.

They list how many IPs they're monitoring. By my calculations this 
service is generating about $65K of gross revenue a year for them.

It seems like this kind of basic monitoring service is something that 
BLU could provide for a fraction of that cost. A few volunteers to run 
it, automated subscription billing through PayPal, and enough revenue to 
cover hardware and hosting costs, with the rest going to fund other BLU 
activities.
