I've yet to come across a detailed account of what is being planned, but 
from the mentions I have seen my impression is that providing some sort 
of city-wide Internet connectivity is still being worked on, and that 
it'll be WiFi, so I wouldn't necessarily classify it as "high speed" 
when compared to fiber.
