Not according to my analysis, at least with respect to TV services:

For the digital equivalent to "extended basic" the prices are: 
Comcast  $68 
RCN      $69 
Verizon  $43 

The RCN package includes movie channels, though for $56 you can get a 
similar lineup from Verizon. (RCN also includes a free SD set-top-box.) 

So based on price alone, Verizon is the winner, but if you want to 
maximize the number of in-the-clear QAM channels, it probably isn't, 
which is disappointing. 

(I didn't look at bundling, as personally avoid it, and think in many 
cases you end up paying more in the log run, and if nothing else, being 
more restricted in choices, so I don't even bother considering it.)
