You can boot pretty much any Live CD of Linux, like System Rescue CD, 
and just execute... 

# grub-install /dev/hda 

or you could try the manual method which goes something like this... 

# grub 
> find /boot/grub/stage1 
> root (hd0,0) 
> setup (hd0)
