Ahh yes, you have outdone me sir.  Type 3, Code 3 :-P

Right, it would depend on the packet you sent perhaps as well. 
Layer-7 protocol specific, yes!

Sure ... but I would say that if you get even one packet back, you can 
safely assume it is OPEN!!!  Good discussion. 

Now, for extra extra credit, what happens when you try to initiate a 
connection to an SCTP port that is closed??? :-)
