Agreed. I suspect that this is already in the works in a number of ways.

I agree to a degree but I think the actually the better route would be 
that the decleration of "you're a spammer" to be of more significance 
and to be of greater impact to a person and/or business. I think that 
an indvidual who makes their living on their reputation has more 
riding on just the minor implication of being a spammer....
