That would seem to isolate it to some U6 issue. 

Your initial suspicion of Latency, and someone else's query as to the 
switch-switch link speed, hard to observe from outside, were both good 
SWAGs, as the faster the link, the more you lose to latency. NFS 
should be good around the campus but not cross-country.
