OSX Virutalization

Yes.  You can run OS X Server 10.5 or 10.6 guests under VMWare Fusion or
Parallels Desktop on an OS X host.

The OS X license does not allow OS X virtual machines to run on non-Apple 
hardware, but that doesn't mean it's not possible.
