This was something I've always found irritating.  You should be able to buy
and test your phone and return it if it's not working out.

I don't know what other companies do this, but I know metropcs does.  I
think it's a 7-day no questions asked return policy, provided you have less
than 60 minutes of talk time accumulated.

I like to run sensorly.  (In the marketplace, or http://www.sensorly.com ).
You can drive around and map the coverage in your area, see it all plotted
on a map.  So you get a better confidence than just simply "Well I made one
call and it worked, so I guess it works."
