You'll run into this with any machine translation.  It's the nature of 
the beast.  So, the question isn't so much "is there a FORTRAN to C 
translator?" as "is cleaning up a machine translation easier than 
porting by hand?"  That depends on the code (how much, how complex) and 
what is expected of the maintainer.
