To respond to the initial point here...

I alluded to reinstating the Bell System. To be perfectly honest, I
think that the Right Way to run a telecommunications system is along
those lines. A federally owned and operated interstate trunk system.
Local exchanges owned and operated by state and municipal governments.
Grants from the federal government to encourage improvement.
