The answer to that question is in the mailman DMARC page.

In 2.1.16, they implemented the Reply-To munging.  "from_is_list"
In 2.1.18, they implemented conditional Reply-To munging, "dmarc_moderaction_action" only to be applied if the sender domain has a DMARC policy of reject or quarantine.
