I think it very much depends on the nature of the claim.   Some claims
are much more likely to
be true than others.   The specific claim was one that companies have
been known to do in
the past and are similar to one that Microsoft has previously engaged
in.   In particular, they
are known to have told hardware vendors that selling machines without
operating systems would
result in them having to pay higher prices for Microsoft OSes.   i.e.
Using their market dominance to
make it difficult for other software even get a foot in the door.
While that doesn't prove that the
statement is true, it suggests that it is at least plausible.   And to
me that makes it not spurious.
Of course, your mileage may vary.
