To be fair, the "Verizon" that got caught doing that was /just/ the 
wireless business, which is effectively a different company from the 
land-line business.  They have never (to my knowledge) been caught doing 
that in their FIOS business.

But really, I think FIOS and Comcast both would do it if they thought 
they could get away with it.  So there is something that stopped them 
from doing it with FIOS, but I can't recall what it was (or if that has 
changed).
