How about Gnuplot?  It plots most straightforward functions through Bessel
functions, and if you don't mind running another program to create a table
of values for more complicated functions, it'll plot them too.

It can be found most places Gnu programs can be found - the Free Software
Foundation, Gnu CD-ROM's, etc.
