Good draft. One minor wording change:

for the basic membership. < There should be some benefit for becoming a member>
Maybe one meeting a year (or quarter) would be open to members only, such as 
the linux cafe.

The real advantage of having a "free" membership is that there would be no 
expectations of specific benefits. And, it is all inclusive.
