On the contrary, a larger organization is more likely to be incorporated, as my
amateur radio club is.  An unincorporated association tends to expose its
officers and members to a greater degree of liability, in some cases and in
some states allowing each member or officer to be held personally liable for
the full amount of organizational liability -- what is sometimes known as the
"street gang" principle.

The costs of incorporation are usually minimal.  The last I knew, Rhode Island
charges $35 to create a non-profit corporation and a $10 annual renewal fee.  I
have no idea what the fees are in Massachusetts or New Hampshire, but any
organization other than the most informal should be incorporated and insured.
