I think that what that means is that the ByLaws are not yet physically (and
conveniently) available for perusal.

Thus the only way to find out about the details of the governance is by
having a signet board member answer our questions.

I think that what I'm driving at is: is signet set up with a board that is
in effect an establishment that cannot be changed significantly, or is it
set up so that significant changes could take place if the membership wanted
it?

Neither answer is necessarily the right or the wrong answer, but I'd really
feel uncomfortable going into an organization not knowing what the answer is.
