Plug and Play devices are assigned IRQ and I/O addresses dynamically at 
boot time.

It changes the I.O address and IRQ.

M1X coordinates your IP address with your MAC address. When you reset 
the cable modem, looks for a NIC on the LAN. When I had 3 computers on 
thin net, every once in a while it would pick up the MAC address from one 
of the other computers. That is one reason why the Cable modem should 
be on a dedicated NIC. There are a few other reasons.
