     My default Apache config files have always come with the user 
     directory setup commented out.  Grep the conf files for public_html 
     and you'll find the pertinent section pretty quickly.  - I forget 
     exactly which file it's in.  I think the new way is to put everything 
     in one file.
     
     Also, the on-line documentation usually comes with the server package 
     as html.  Looking it over is a good idea.  Check the Restarting Apache 
     section.  You need'll to do this for your changes to take effect.

Normally the Apache configuration files are in /etc/httpd/conf
The UserDir directive is normally in srm.conf and the  default setting is 
normally to the ~/public_html directory.
