Cheap linux box?

Okay, so now that we're discussing linux on a 386, a question:

I'm looking to build a cheap linux box for email and web via dialup. 
I want to run X, might want to play with some C++/perl programming or
experiment with mySQL and Apache. I'll be using the Redhat distribution.
I'm considering 2 options:

-a cheapo box ($600? + monitor) that'll run a mainstream OS (Mac, Win,
doesn't really matter) for running mass-market apps and games, plus linux
for a reliable and stable email box. Would run linux most of the time.

-a cheap-cheap box ($300-500? + monitor) that'll just run linux, and
forget about a mainstream OS, but have an email/web box that'll run from
now till forever. Games aren't that important, and StarOffice will import
Word documents. 

Two separate questions: which of these options do you think makes most
sense, and what specs should I go for (processor, HD, RAM, etc)? If I have
extra cash, what should I buy more of first- RAM, disk space, something
else? and how much should i be paying for those specs?

Anyone got recommendations for linux-friendly, low-priced computer shops
in the Boston/Cambridge area? Or linux-friendly ISPs?
