BLU discuss - List config changes

I've made a couple of changes to the list configuration for this list,
discuss at blu.org. 

+ Administrivia turned off: This option is intended to intercept subscribe
and unsubscribe requests that are mistakenly sent to the list, but in
practice I find that it intercepts far too many legitimate messages, so
I've turned it off.

+ Reply_to removed: When I first set up these lists four years ago, I set
the reply_to option so replies get sent to the list, which seemed like the
right way to do things. However, while reading through the Majordomo FAQ
in preparation for upgrading the BLU server, I ran across a detailed
examination of reply_to and mailing lists which led me to reconsider. If
