I did a bit better than that; my local eletric company offers 56K dialup
for $13/mo plus an extra $5/mo for a static IP address. They only have a
local dialup number, so it's only cost-effective if you're dialing in
locally; as a consequence, I'm seeing much better bandwidth than I did
when I used the bigger ISPs. 

If your local utilities are getting into the ISP business, they may be
worth trying.
