Maybe WinVi is broken?

I would suggest as a workaround, have the user edit a copy of the file,
then put the updated script in place when it is done.

As an aside, I consider it dangerous to edit a file that is in production.
MUCH safer to edit a copy...  Are you using any revision control at all?
