As I remember, configuration information goes several places besides
.config, so editing that file is not enough.  In 2.3.51, there are a
lot of files under include/config that contain configuration
information.  On the other hand, .config is used as the default for
each of the configuration programs.  You should be able to hand-edit
.config then type "make menuconfig" and immediately exit, to propagate
those changes everywhere else.
