Video cards for TV/DVD services

Does anyone currently have a video card on one of their LINUX systems
that allows both input and output of high resolution TV and DVD video on
Coax? Do these even exist? I see PCI and AGP "TV Tuner" cards but have
no idea what their capabilities are so if someone has such a system I'd
like to learn more about how it works.
