Kevin,

Before you try a new modem, I found that reinstalling
Red Hat and selecting "server" caused the modem
to start working after having attempted elaborate
troubleshooting procedures.

I was using the CDROM in the book "RH Linux 6 Server"
by Mohammed J. Kabir.  Another suggestion he makes
is to use an external modem.  I have the web browser
working right now but not email or news just yet.
