I generally use FIPS.  However, it is NEVER safe to use it with Windows
running.  If you need to use it on a Windows machine, you should either
(a) boot the machine from a DOS floppy or (b) boot Windows from the hard
drive using the F8 menu and selecting the "Command prompt only" option.

You can make a DOS boot floppy from Windows 9x with "FORMAT A: /S" just as
you could under DOS.  Although actually booting the floppy will still say
"Starting Windows..." it is really starting real-mode DOS.
