Today, Mike Bilow gleaned this insight:

This is not correct.  At least up to redhat 6.1 they ship xconfigurator IN
ADDITION TO XF86Setup, but XF86Setup is not installed by default, unless
you chose "install everything" as your install option.  Otherwise, you
must go back and install it off the CD or do a custom install.  I believe
this is also true for Rh6.2 but I don't have a disk here to verify it.
