postmaster is the postgres back end.  Are you attempting to connect
via psql, or DBI?  I suspect the error message is the front end system
attempting to connect to postgres server on port#xxx, and not finding
it.  from the manpage on postmaster, run it with the -p <port> to have
postmaster listen to <port>.  Also, you can specifiy PGPORT in the
environment that launches postmaster.  the default jport is 5432.
