What is the cheapest way of connecting 15 cpu's to one monitor?

Actually, many PCs now (my experience is mostly with generic clone
systems; I don't know about the name-brand stuff) can be set up so they
will boot without a keyboard. Look around in the "advanced" options in
the BIOS. Of course, you do have to connect a keyboard long enough to
get to that setup option, but that's a one-time thing for each box. (And
you'll probably connect a keyboard and monitor when you install the OS
in any case, unless you clone the hard disks in another system.)
