Why not just key off the DHCP scripts?  Most DHCP implementations will
run a script when the DHCP state changes; you can key off of that to
email yourself.  For example, pump lets you set a script in
/etc/pump.conf (script = /path/to/XXX).  man pump for more info.
Dhcpcd also provides a script, as does dhclient.
