I have an HP 16C calculator that does a nice job.

You could also use gdb, and just use the print command p/x.

Or use 'bc' and set the output base to hex....

Or write a 6 line C program:

main(int ac, char **av)
{
    int a,b,c,d;

    sscanf(av[1], "%d.%d.%d.%d", &a, &b, &c, &d);

    printf("%02x.%02x.%02x.%02x\n", a, b, c, d);
}
