cdrecord not recognizing my ATAPI CD-RW

OK, the next time I get a computer, I'll spend the extra money for a
SCSI controller and drives.  In the meantime....

I bought a cheap ATAPI CD-RW a few weeks ago, and even after compiling
a kernel with the SCSI emulation layer for ATAPI, when I try "cdrecord
-scanbus", I get a "Cannot open SCSI driver" error.

I read Eduard Bloch's instructions at
ftp://ftp.fokus.gmd.de/pub/unix/cdrecord/README.ATAPI and followed
steps 1 through 5.  Then, instead of loading the "sg" and "ide-scsi"
modules (since the Debian "compact" kernel didn't have them), I
recompiled the kernel and statically included those features in the
configuration.  When I rebooted, I got no boot message recognizing the
presence of a SCSI CD-ROM, and even after running the MAKEDEV and
creating the links advised in step 8...
