Internet Explorer for Windows CE is Mozilla!?

   So, if I read this right the IE on wince is mozilla, and old release 
   but mozilla none the less.

IE has always billed itself as "Mozilla/x.y (compatible; MSIE a.b ...)".

This is because back in the Jurassic era, Netscape was competing with
such browsers as NCSA Mosaic, and did their own "embrace and extend"
trick by adding a bunch of non-standard tags.  Some servers,
therefore, were configured to give either a "Netscape-enhanced" page
or a plain vanilla HTML page, depending on what kind of browser was
querying it.

When Microsoft developed IE, they wanted to match all of Netscape's
features, and they also wanted the servers to show "Netscape-enhanced"
pages to people running IE.  Therefore, MSIE masquerades as Mozilla.
