I am fairly sure that Popular Photography is not available on-line.  
However, subscriptions are pretty cheap.  I know this because I wrote for
a publication which, as I understand it, was acquired by Popular
Photography, and they generously decided to pay me in free subscriptions.

That said, the editorial quality of Popular Photography is fairly high,
and their independence has been respected for decades in the course of
their product reviews.  Their equipment tests, especially of lenses, have
long defined the standard for all other publications to meet.
