That's curious... the caching only nameserver is very easy to set up.
You need only install the RPMs, and enable the named service.  It
should be that simple.

Of course, you need to point your internal systems at the server for
their DNS server, and make sure your firewall is allowing traffic
through to (and from) that machine on port 53 (both TCP and UDP).  But
other than that, there's really nothing to do...
